On March 5th the Harrison Town Board will decide whether to allow Westchester Joint Water Works (WJWW) permission to act as Lead Agency for the environmental review of their own application to build a water filtration plant in a residential neighborhood on Purchase Street near Tower Road.

On February 24th, 2020 PEPA’s legal counsel sent a letter objecting to WJWW’s intent to declare itself Lead Agency. The letter also provided reasons why the Harrison Planning Board is the appropriate agency to act as the Lead Agency for the project's environmental review. including the fact that when the WJWW had previously attempted to construct a plant in 2008, the Planning Board served as Lead Agency.
